- Add `contract.go` to manage and validate embedded SQL migrations

604ce221d5 feat(gateway): implement persistent webhooks and namespace sequencing

- add monorepo Makefile delegating to sub-projects
- update CI workflows, GoReleaser, gitignore for new structure
